Fusible disconnect grounding & bonding

I have a 3-phase 120/240 Delta high leg 208 service, with metal raceways in Apartments complex . The 4 wires come down from the weather head and into the meter can assembly . . Unsure if I need a grounding electrode to earth bonded to the neutral inside the meter can or to each Fusible Disconnect ? There’s one grounding conductor bonded to water pipe system that I could find anywhere inside the enclosures

I believe I answered this via email. The GEC can be connected to the grounded conductor anywhere gtom the enclosure where the service disconnection means is located up to and including the attachment point on the supply side.
This is all coverer in 250.24.
